UAE work permit and residence visa through a licensed agency: who holds what, and what it means for you

In this route, a recruitment agency licensed by the Ministry of Human Resources and Emiratisation (MOHRE) is your employer and sponsor. The work permit is held through that agency, and your residence visa and Emirates ID follow. It is often sold as a “freelance visa”, but it is not a licence in your own name.

What this route actually is

People searching for a “freelance visa” in the UAE often land on this arrangement. Formally, it is a work permit and a residence visa, issued with a MOHRE-licensed recruitment agency acting as your employer and sponsor.

That has a practical meaning. You have an offer letter and a labour contract. Your job title and terms are those written in them. You do not own an establishment, you have no trade name, and there is no list of business activities to choose from.

Four parties are involved, and it helps to know which one does what before you start.

Who it suits, compared with a freelance permit

This route suits someone who wants legal status to work in the UAE without running a business of their own. There is no licence to renew, no activity list and no establishment in your name. The agency employs and sponsors you.

A freelance license or permit is a different thing. There the licence is in your own name, and it is the route for people who want to invoice clients themselves or build their own brand. The stages, in order

The application moves through these stages in this order. Each approval belongs to the authority, not to Trivup.

  1. Documents and job title. You provide your passport, a photograph and details of your current UAE status. The proposed job title is agreed with you.
  2. Offer letter. The MOHRE offer letter is prepared for you to read and sign.
  3. Work permit. It is applied for through the agency. Approval is MOHRE’s decision.
  4. Entry permit or change of status. An entry permit if you are outside the UAE; a change of status if you are already here.
  5. Medical test. You attend the medical fitness test.
  6. Emirates ID. You attend the biometrics appointment.
  7. Labour contract. You read and sign it. Raise any error before you sign.
  8. Residence visa. The residence visa and Emirates ID are issued.

Your starting point changes the route a little. If you are abroad, you apply first and arrive on the entry permit. If you are already in the UAE on an employer’s visa, your current residence has to be cancelled by your employer before your status can be changed, so talk to a consultant before you resign. If you are on a visit visa, the application usually runs as a change of status.

Any timeline you are given is an estimate. Files can wait on a medical appointment, a security check, the cancellation of an earlier residence, a public holiday or a request for more documents.

What you need to start

At the start, a clear colour scan of your passport’s photo page and one photograph on a plain white background. Check that the passport stays valid through the process.

You also need to know your UAE status today: outside the country, on a visit visa, or on a residence under another sponsor. An existing residence may need cancelling first. Some job titles need an attested education certificate; which ones depends on how MOHRE classifies the title. A CV and your Emirates ID or UID number help if you have them.

Renewal and what the sponsorship means

The work permit and residence visa are issued for two years and renewed every two years. There is no yearly renewal. Renewal is not automatic: you receive a renewal quotation to approve first, and its costs are separate from the first package unless your quotation says otherwise.

Missing a renewal can bring fines, penalties, cancellation or loss of status. Reminders do not replace your own responsibility to renew on time.

The other thing to understand is the tie between your visa and the employment. The agency is your employer, and your residence visa is sponsored by it. You work only as your work permit and labour contract allow, and your job title and skill level are set by MOHRE according to your qualifications. Trivup does not set your salary or employment terms. Before you sign, ask for the offer letter and the labour contract, read both, and ask what each says about the end of the employment, and get the answers in writing.

Before you pay anyone

Ask three things of any provider, including us. Who holds my work permit and sponsors my visa? Is that agency licensed for it? What exactly am I paying for? Your written quotation should list what is included and what is not, before anything is filed. A recruitment licence from MOHRE belongs to the agency, and Trivup separately holds a Dubai documents-clearing licence. Neither is a government appointment.

Is this a freelance visa?

It is what the market often calls one. Formally, it is a work permit and a residence visa with a MOHRE-licensed recruitment agency as your employer and sponsor. If you want a licence in your own name, the freelance license and permit is the other route.

Who do I work for?

The agency is your employer on paper. Your job title, salary and contract terms are those in the MOHRE offer letter and labour contract. Read both before signing, and raise any error before you sign.

Can I do this without leaving the UAE?

If you are already in the UAE, it usually runs as a change of status. If you hold a residence under another sponsor, it may need cancelling first, so speak to a consultant before you resign. The order matters.
